Roberts hace una síntesis de los principales argumentos de este debate, para deslindar y acotar a continuación el concepto centrando su análisis principalmente en la Alemania nazi y la Unión Soviética estalinista como sus manifestaciones paradigmáticas. El autor no descuida que ciertamente ha habido y hay muchos más países -la Camboya de Pol Pot, la Rusia de Putin, el comunismo chino, las repúblicas teocráticas...- que, en mayor o menor medida, se inspiran en estos dos modelos, si bien remodelándolo, e incluso las inquietantes perspectivas que abren las nuevas tecnologías. El objeto del libro, con todo, es establecer un marco riguroso para el concepto, de modo que se puedan entender sus orígenes, evaluar sus responsabilidades, honrar a sus víctimas y apuntar con firmeza a que nunca más se repita.
